Carol B. Dover, FMP

The Florida Restaurant and Lodging Association
Carol B. Dover has been President-CEO of the more than 10,000 member Florida Restaurant and Lodging Association since July of 1995. She is a professional association manager, a lobbyist, a former government insider who graduated from Florida State University’s Dedman School of Hospitality with a degree in hotel and restaurant management.
Ms. Dover’s previous work experience includes the following serving as the Assistant Director of the Beer Industry of Florida, Director of the Division of Hotels and Restaurants with the Department of Business and Professional Regulation and Deputy Chief of Staff, Executive Office of the Governor under the Martinez administration. In this role, Ms. Dover was responsible for the governor’s appointments, served as his spokesperson and represented his administration before the Florida Legislature. She was also the first woman to serve as Chief of the Bureau of Fire Prevention, State Fire Marshall’s Office, Department of Insurance. Ms. Dover was also President and CEO of the Florida Outdoor Advertising Association and served as the industry’s primary lobbyist until becoming FRA’s youngest chief executive in 1995.
Ms. Dover is an Orlando native. She is married and has three children and one grandson. In her spare time, she enjoys outdoor activities including running and horse backing riding.
